Prime Minister Issues Three Executive Directives on AI Education, Health Sector Digitalization, and National Project Management

Three Executive Directives

Prime Minister Dr. Kamil Idris issued three executive directives to initiate the implementation of key national programmes, following a meeting with Minister of Digital Transformation and Telecommunications, Engineer Ahmed Dirdiri Ghandour. The directives set out clearly defined timelines and mandate coordination with relevant authorities.

First: Launch of AI Bachelor’s Programme and Expansion of Digital Education
The Prime Minister directed coordination with the Ministry of Higher Education and Scientific Research to begin establishing the technical infrastructure required for a bachelor’s degree programme in Artificial Intelligence, to be integrated within university curricula and specializations, alongside the rollout of distance learning pathways. He further instructed a comprehensive review of school curricula across all educational levels to incorporate AI applications and technologies, in addition to formalizing academic specializations in the field within universities. The Ministry of Digital Transformation and Telecommunications was also tasked with the gradual implementation of distance learning through the development of digital education platforms, provision of learning content, and deployment of technical expertise and infrastructure, including necessary equipment, in support of modernizing the education system.

Second: Integration of Strategic Projects into the National Project Management Platform. The Prime Minister directed that all strategic projects be incorporated into the National Project Management Platform to ensure systematic monitoring based on defined performance indicators, enhance inter-agency coordination, and improve overall project governance and efficiency.

Third: Hospital Systems Digitalization Within Two Weeks
The Prime Minister instructed the Ministry of Digital Transformation and Telecommunications, in coordination with the Ministry of Health, to implement the digitalization of hospital systems within a period not exceeding two weeks. The initial pilot phase will be carried out at Soba Teaching Hospital and Al-Gadarif Hospital. This directive forms part of a broader effort to develop an integrated digital health system, including the introduction of electronic medical records and improved data flow within healthcare institutions. The pilot phase will be evaluated prior to scaling up implementation in accordance with a phased execution plan. These directives reflect an executive approach focused on actionable priorities and time-bound implementation, aimed at improving efficiency across key service sectors. They also contribute to advancing a comprehensive digital health system, strengthening health data management, and enhancing service delivery in line with global best practices in government digital transformation.
