The Government of Sudan welcomes the statement of the African Union Peace and Security Council, issued on 9 October 2024, and its positive approach and constructive proposals.
The Government agrees with the priorities outlined in the statement, particularly the full implementation of the Jeddah Declaration, the evacuation of civilians’ homes, the facilitation of humanitarian aid delivery, the immediate lifting of the siege on El-Fasher by the RSF militia, and the condemnation of the atrocities committed by the militia against civilians.
The Government highly appreciates the Council’s appreciation of Sudan’s proposed roadmap to resolve the crisis, as well as its decision to upgrade the African Union’s positive engagement with Sudan, including the reopening of its office in Port Sudan. The government also commends the Council’s call for all African Union institutions to increase their assistance to Sudan.
The Government of Sudan reaffirms its full commitment to constructive engagement with the African Union, the continent’s mother organization, as one of the founders and pioneers of African joint action and a nation that represents a microcosm of Africa. The government extends its gratitude to the members of the Peace and Security Council for their visit to Sudan on the 3rd of this month and the outcomes of the visit, which reflect the positive results of direct and frank communication between the continental organization and its member states in the spirit of the principle of African solutions to African problems.

Further to its complaint to the United Nations Security Council last March against the United Arab Emirates, and subsequent correspondence on the matter, Sudan has furnished the Security Council with new details of the ongoing aggression by the UAE against Sudan and its people through the RSF terrorist militia.
These new details are highlighted in a letter from Sudan’s Permanent Representative to the UN in New York to the President of the UN Security Council, dated October 11, 2024. The letter includes images of heavy artillery ammunition boxes bearing the UAE’s name, seized by the Sudanese Armed Forces following battles in Jebel Moya. In addition, trucks transporting weapons and ammunition to the militia, with Dubai registration numbers and plates, are also seized, along with newly manufactured UAE medical supplies and medicines in the militia’s possession. The letter clarifies that these items are now in the hands of the Sudanese Armed Forces and can be inspected by UN experts.
The letter also cites credible reports that the UAE continues to recruit mercenaries from various countries to fight alongside the militia in Sudan, a tactic the UAE has used in its military interventions in other nations. This, in addition to the financial, logistical, and diplomatic support the UAE provides to the militia, further implicates its involvement.
Sudan’s letter points out that the UAE is treating militia fighters wounded in battle at Zayed Military Hospital in Abu Dhabi, attaching images of several fighters receiving treatment there.
The letter emphasizes that the UAE is no longer an indirect supporter of the militia but rather a “vicious frontline player in the war of aggression” against Sudan and its Armed Forces. It further states that these actions make the UAE a rogue state, defying international law and the UN system, while destabilizing other nations. The letter adds that the UAE’s involvement supports a settler project in Sudan, based on the racial superiority embraced by the terrorist militia, threatening coexistence and stability in the region.
The letter calls on the Security Council to take a firm and unequivocal stance against the UAE’s continued aggression toward Sudan and its role in the atrocities against civilians. It urges the Council to condemn the UAE’s actions in the strongest terms and hold it fully accountable under international law for its aggression against Sudan.

In keeping with the principles established in the United Nations Charter on the state sovereignty and independence, and consistent with the UN General Assembly’s resolution establishing the Human Rights Council, the Ministry of Foreign Affairs renews its categorical rejection of the Human Rights Council resolution regarding the fact-finding mission in Sudan, a decision that the majority of members did not support.
The resolution adopts a misleading characterization of the crisis in Sudan while displaying extreme prejudice against the Sudanese Armed Forces (SAF). It further overlooks Sudan’s current pressing priorities, which are: ending the terrorist rebellion, stopping the ongoing atrocities against civilians, evacuating citizens’ homes and civilian objects, including hospitals and places of worship. And facilitating the delivery of humanitarian aid, in accordance with the Jeddah Declaration.
In fact, voting on the resolution reflects the sharp division within the Human Rights Council over it, which fully justifies Sudan’s position.
The Government of Sudan once again affirms its keenness to promote human rights in the country, and that SAF and all regular forces are fully committed to international humanitarian law and human rights law.

The Government of Sudan welcomes the recent decision of the United State’s administration to impose sanctions on Algoni Daglo, brother of the (RSF) Janjaweed militia leader, and the militia's finance and procurement supervisor, for his role in fueling the ongoing war, and the heinous atrocities and violations committed by the militia against civilians.
This decision marks a significant step in the right direction. The Government of Sudan calls for these measures to be extended to include all the leaders of this terrorist militia, and also those providing it with weapons and financial support, enabling the recruitment of foreign mercenaries to kill the Sudanese people.
