An MoU between Sudan and China to Enhance Global Development Initiative
On Tuesday, Sudan and China signed a memorandum of understanding in the field of enhancing the implementation of the global development initiative, where the Sudanese side was represented by the Undersecretary of Planning at the Ministry of Finance and Economic Planning, Dr. Mohamed Bashar Mohamed Adam, and the Chinese side by Mr. Yang Weiqun, Vice President of the China International Development Cooperation Agency, at the headquarters of the China International Development Cooperation Agency, in the presence of the Minister of Finance and Economic Planning, Dr Jibril Ibrahim, and the Vice President of the China International Development Cooperation Agency, Mr. Yang Weiqun. In the meeting held at the agency’s headquarters, the two parties reviewed the course of historical relations, cooperation, and friendship between the two countries and ways to develop them to broader horizons, in addition to coordination and mutual support in international forums.
The Minister congratulated the Chinese government on its success in organizing the China-Africa Cooperation Forum and thanked it for inviting the Sudanese government to participate in this important forum.
The Minister praised the global development initiative proposed by His Excellency President Xi Jinping, the President of the People’s Republic of China, on September 21, 2021, at the United Nations General Assembly, and its role in achieving the sustainable development goals and assisting and supporting the economies of developing countries, stressing Sudan’s support for all development initiatives proposed by China.
The meeting also touched on the role of the China-Africa Cooperation Forum in creating strategic partnerships in the economic and development fields and advancing the economies of African countries. He also thanked and appreciated the Deputy Chairman of the Agency for the support that China has continued to provide to Sudan in all economic, political, and humanitarian fields, praising China’s supportive positions on Sudan’s issues in international institutions.
For his part, the Deputy Chairman of the Agency stressed the depth of historical relations between Sudan and China and ways to develop them in all fields, especially in terms of supporting Sudan economically and developmentally and China’s readiness to participate in the reconstruction phase of what was destroyed by the war. Mr. Yang Weiqun also stressed China’s support for Sudan in international forums, and to develop partnerships between the two countries in the development field.

The Organization of Islamic Cooperation (OIC) has reiterated its full solidarity with Sudan in the face of the ongoing armed conflict caused by the rebel Rapid Support Forces (RSF). The OIC further stressed the imperative of maintaining Sudan's security, stability, sovereignty and territorial integrity. It also re-emphasized that the Jeddah Process must be the basis for any peace negotiation, demanding the implementation of all its provisions and outcomes. This is stated in the resolution adopted by the OIC Council of Foreign Ministers at its 50th session in Yaounde, Cameroon, between 29-30 August 2024. The Resolution contains:
Emphasizing full solidarity with the Republic of Sudan in the face of the armed conflict waged by the RSF.
Characterizing the RSF as “rebel forces,” for the first time in resolutions of the OIC.
Stressing the imperative of maintaining security, stability, unity, sovereignty and territorial integrity of Sudan.
Affirming that the Jeddah Process must be the basis for peace negotiation, and emphasizing the necessity of implementing all of its provisions and outcomes. Ambassador Dafallah Al-Haj Ali, Sudan's Permanent Representative at the OIC, led the country's delegation to the meeting. The delegation actively participated in the session’s and provided detailed details about the grave violations and atrocities committed by the rebel militia against defenseless civilians, including deliberate shelling of residential areas, safe villages, and hospitals, and its perpetration of a number of massacres, in addition to its detention of several thousand innocent citizens after kidnapping them from their homes or from the public street. The delegation successfully countered attempts by the UAE and Chad to oppose characterizing RSF Militia as rebels. Ambassador Hussein Awad Ali, the Acting Minister of Foreign Affairs, welcomed the Resolution of the international organization, which is the second largest intergovernmental organization after the United Nations. He expressed appreciation to the member states for their full solidarity with and strong support for Sudan. He asserts that the Resolution reflects the growing international and regional awareness of the reality of the militia; that it is nothing more than a rebel, terrorist group. The International Conference on the Great Lakes Region (ICGLR) and the League of Arab States have previously described the militia in these terms, he notes.
He says “Sudan has been calling on international, regional organizations, and the entire international community to classify the militia as a rebel, terrorist group that threatens the state order, regional and international security and stability”, describing what was achieved in Yaounde as a step in this direction and a victory for Sudanese diplomacy. The Minister of Foreign Affairs pledged to redouble efforts in the external arena and through all international and regional forums to uncover war crimes, crimes against humanity and genocide committed by the rebel militia with the aim of classifying it as a terrorist organization.

As the so-called Geneva talks between the US envoy and the Janjaweed Militia began yesterday, the Militia bombed Al-Khansa Girls Secondary School and a primary school in the city of Al-Obeid, the capital of North Kordofan. The attack resulted in the death of five citizens and the injury of 30 students. At the same time, the Militia intensified its deliberate bombing of residential areas in Karari Province, in Greater Omdurman. A day before, the Militia attacked Al-Naw Hospital in Al-Thawra neighborhood, Karari, with three missiles, resulting in 4 patients being seriously injured.
These terrorist crimes by the Militia on the very same day it claims to have embarked on peace talks suffice to demonstrate the futility of the current Geneva meeting, for the Militia is using it as a platform for false propaganda which its crimes on the ground expose. Definitely peace will not be achieved by giving the Militia the opportunity to dishonor the previous agreements and obligations derived from international humanitarian law, or elevating its sponsors, who supply the long range artillery missiles and drones it uses to kill civilians, to a peace partner. Nor will it be attained by deliberating Sudanese affairs in the absence of the Government of Sudan, a precedent that has no basis in international law and the United Nation Charter.

On August 11, the Janjaweed militia launched a brutal assault on the Specialized Maternity and Childbirth Hospital in El Fasher (commonly known as the Saudi Hospital), resulting in the tragic loss of a companion’s life and the injury of several patients. This assault also obliterated the hospital's accident department. The Saudi Hospital remains the sole operational public healthcare facility in El Fasher, following the militia’s systematic targeting and forced closure of other hospitals in the region. This heinous act follows closely on the heels of a similar attack just two days prior on the Maternity Hospital in Omdurman, which had only recently reopened and refurbished after being occupied and converted into a military barracks by the Militia for a year, during which it suffered extensive damage and sabotage. The Saudi Hospital in El Fasher has endured repeated bombings in recent weeks, with a prior attack on July 29 claiming the lives of three healthcare workers.
The deliberate targeting of hospitals dedicated to maternal and child care underscores the Militia's broader campaign of violence against women and children, manifested in heinous crimes such as rape, kidnapping, and trafficking tactics synonymous with those employed by terrorist organizations.
The Ministry of Foreign Affairs underscores that these atrocities, coupled with the deliberate bombing of residential areas and villages, have not been met with the unequivocal international condemnation they warrant, particularly concerning the Militia and its regional sponsors who supply the deadly weapons used in these crimes. Instead, the United States persists in portraying the Militia's principal sponsor as a peacemaker, thus attempting to sanitize its image and help it evade accountability. The U.S. Special Envoy has conspicuously avoided accurately characterizing these actions as crimes against humanity and organized terrorism. Meanwhile, the United Nations and the Security Council remain conspicuously silent on the Militia's blatant disregard for Council Resolution 2736, issued just two months ago, as evidenced by these recent atrocities. It is abundantly clear that the lenient approach towards the Militia, including the failure to enforce the Jeddah Declaration, and the pursuit of alternative negotiation platforms instead, only serves to embolden it in its continued perpetration of crimes against humanity.
